RFP issued for Quinte Detention Centre expansion project
INFRASTRUCTURE ONTARIO — Four companies have been invited to respond to a request for proposals to deliver the Quinte Detention Centre expansion project. Part of the project includes 91 new beds, bringing the total capacity to over 300, new public and staff entrances, increased female capacity, recreational service areas and new parking for staff and visitors.

NAPANEE, ONT. – Four companies have been invited by Infrastructure Ontario to respond to a request for proposals (RFP) to deliver the Quinte Detention Centre expansion project.

The companies were prequalified based on criteria identified in a request for qualifications process that began in October 2024.

The prequalified companies are: 

  • EBC Inc.
  • EllisDon Corporation
  • Ledcor Projects Eastern Limited
  • Pomerleau Inc.

The companies will now begin preparing proposals that detail how they will deliver the project. Once submissions are received, Infrastructure Ontario and the Ministry of the Solicitor General will evaluate the proposals, select a preferred team and then negotiate a final contract, a release reads. The successful company is expected to be announced in summer 2026.

The project will include expansions to the following areas:

  • Reception and visitation
  • Executive administration
  • The Institutional Crisis Intervention Team
  • Staff facilities
  • Admitting and discharge
  • Health services and infirmary

The project will also include:

  • 91 new beds, bringing the total capacity to over 300
  • New public and staff entrances
  • Increased female capacity
  • Recreational service areas
  • New parking for staff and visitors

The project is being delivered using a design-bid-build model. Key features of this model include increased owner control over the project as well as a high level of flexibility to respond to changing conditions and concerns, the release adds.
