TORONTO — Infrastructure Ontario and the Ministry of Solicitor General have invited three teams to respond to a request for proposals (RFP) to design, build and finance 11 new detachments and one regional headquarters for part one of the Ontario Provincial Police (OPP) Modernization Phase 3 project.
The teams and their prime members are:
Amico Secure Ontario
- Applicant lead: Amico Design Build Inc (75 per cent), Tom Jones Corporation (25 per cent)

- Financial adviser: Agentis Capital Advisors
Bird Capital Limited Partnership
- Applicant lead: Bird Capital Limited Partnership
- Design team: NORR Architects & Engineers Limited
- ion team: Bird Design Build ion Inc
- Financial adviser: Bird Capital
Ledcor OPP
- Applicant lead: Ledcor Design-Build (Ontario) Inc.
- Design team: Dialog Ontario Inc.
- ion team: Ledcor Design-Build (Ontario) Inc.
- Financial adviser: National Bank Financial
The teams were shortlisted based on criteria identified in a request for qualifications process that began in May 2025. This included design and construction experience as well as the qualified personnel and financial strength to deliver a project of this size and complexity, a release notes.
Teams will now begin preparing proposals that detail how they will deliver the project.
A successful bidder is expected to be announced in spring 2027.
The new detachments will be constructed to replace aging infrastructure and upgrade OPP facilities, the release adds.
The new detachments will be located in:
- Ignace: Northwest of Hwy. 17 and 599
- Espanola: North side of Panache Lake Road
- Niagara: Heartland Forest Road at Brown Road
- Wawa: Mission Rd (Hwy. 101) and Hwy. 17
- Bracebridge: 690 Cedar Lane
- New Liskeard: Hawn Drive, Temiskaming Shores
- Kenora: South side of 14th Street North
- Lancaster: 45 Pine Street
- Red Lake: Hughes Crescent
- Sioux Lookout: Northeast of Hwy. 642 and Hwy. 516
- Killaloe: Wildlife Road at Round Lake Road and Hwy. 60
In addition, a new OPP headquarters for the northwest region will be built in Thunder Bay.
Infrastructure Ontario and the Ministry of Solicitor General are working with OPP on the project.
